Department Information

The Indiana University School of Public Health-Bloomington (SPH-B) invites national applications for the position of Fiscal Officer and Program Manager for the Department of Environmental and Occupational Health. We seek individuals who will contribute strategic perspectives and leadership in overseeing the department's finances and in initiatives to increase student recruitment, department visibility, and overall department productivity. Located on the flagship campus of the Indiana University system, SPH-B has more than 200 faculty and 78 staff in five departments. We are in a period of profound growth, as we have hired more than 30 new tenure-track faculty in the last three years. Within SPH-B, the Department of Environmental and Occupational Health unites a multidisciplinary faculty of 11 with expertise in environmental sciences and engineering, toxicology, environmental epidemiology, industrial hygiene, occupational health, anthropology, medicine, and environmental policy all pursuing the common goal of preventing disease by ensuring healthy environments. Indiana University is a member of the prestigious Association of American Universities (AAU). The city of Bloomington offers the feel of a college town with the amenities of a large city. From off-Broadway plays and musicals and the LOTUS World Festival of Music to quick access to 250,000 acres of public recreation lands and a reasonable cost of living, Bloomington offers much to all. Job Summary

The Department Fiscal Officer/Program Manager is a professional contributor who can competently and productively work independently on progressively complex projects/assignments including grant projects, business and financial operations for the Department of Environmental and Occupational Health.

Administers and supports the organization's financial and administrative operations. Performs general financial and administrative duties to ensure compliance with university policies and procedures as well as applicable federal and state regulations. Conducts organizational business activities, including finance, human resources, and/or other general business operations. Sets and assists with departmental policies.

Using knowledge and application of accepted procedures and standards, manages the daily and long-term financial and/or administrative operations of an organizational unit or an academic, research, and teaching department within a school or college. Formulates policies and guidelines for division/department activities. Controls all expenditures and statement of accounts to ensure regulatory compliance and fiscal integrity. Manages general appropriation, endowment, federal and non-federal grants and contracts, and gift funds. Develops, plans, and implements special projects, which may include space renovations, space allocations, staffing, equipment purchases, long-range plans, leasing of off-campus space and services. Prepares operating and project budget drafts. Regularly explains financial concepts to non-financial employees. Monitors division/departmental budgets and reports any significant deviations from approved budgets. May conduct a variety of human resource activities including employment, labor relations, benefits, training, and classification for unit/department. May provide functional advice or training to lower-level staff.

The incumbent's responsibilities are of a highly professional nature. Tracks and analyzes data/program performance, makes recommendations on operational improvements, and oversees financial management of accounts and financial documents that will require a high level of accountability. Expected to correct errors prior to any significant impact beyond operations. Serves as a liaison between the chair of the department, students, and department faculty and staff on a variety of project initiatives.

Required Qualifications

Bachelor's degree in finance, business, or a related field and five years of relevant experience.

Proficiency in computer systems, including standard Office software; advanced Excel and database skills, including familiarity with complex formulas and Pivot Tables. Ability to use standard office equipment such as phone, fax, scanner, etc. Experience managing workflows, processes, and/or data entry. Intermediate accounting skills; ability to spot obvious errors; ability to develop a budget. Demonstrated ability to interpret and apply concepts and policies to daily work functions. Knowledge of various fund accounts. Ability to clearly present material and make it accessible to a variety of audiences. Ability to interpret financial documents from an accounting, policy, and practice perspective.
